Why Enterprise AI Projects Stall

The pattern is painfully common. An AI pilot shows promise in a controlled environment. Leadership gets excited and starts talking about transformation. The team expands scope, imagining all the use cases they could tackle. Procurement begins for expanded infrastructure. And then... nothing. The project stalls in "phase two" indefinitely, perpetually three months away from production.
Why does this happen so consistently? Usually it's not the AI that fails - it's everything around it. The pilot worked because it used a sanitized dataset, but production data access is harder than expected. Governance requirements weren't scoped during the proof-of-concept, and now legal wants a six-month review. The Oracle licensing team raises concerns about whether deploying AI workloads in the cloud is compliant with existing agreements. Production infrastructure doesn't exist, and building it wasn't part of the pilot budget.
The executives who greenlit the pilot were excited about results. They weren't prepared to fund the unglamorous work of data pipelines, governance frameworks, licensing clarity, and infrastructure buildout. The pilot was approved as an experiment. Production deployment requires institutional commitment that doesn't exist.
The enterprises that break this pattern treat AI deployment as an infrastructure problem, not a data science problem. They solve for governance, licensing, and architecture before they write a single prompt. They secure budget for the full journey, not just the exciting first phase. They build cross-functional teams that include legal, procurement, and infrastructure - not just data scientists.
Most importantly, they recognize that the gap between pilot and production isn't technical. It's organizational. The AI works. The enterprise isn't ready for it. Solving that readiness problem is where the real work happens, and it has very little to do with machine learning.
